Billing and tax
The named-seat allowance is stated directly, without inventing a credit or usage unit.
Production billing requirements call for verified customer and transaction details. A country code or the shape of a VAT identifier cannot establish validation on its own.
A production transaction must not represent tax treatment or issue a final invoice until the required customer, validation, seller-policy, and tax-decision inputs are resolved.
